In 2009, Republic Act No. 9679 or the “Home Development Mutual Fund (HDMF) Law” expanded its members to include overseas Filipino workers (OFWs). Also known as Pag-IBIG Fund, HDMF is a government agency that provides affordable housing and other programs to Filipino workers, both inside and outside the country.
For OFWs in Saudi Arabia, access to Pag-IBIG Fund services is made possible through the Migrant Workers Office (MWO) and the Virtual Pag-IBIG website. Paying contributions is also fast and convenient, with over-the-counter and online options available.

Saudi Arabia OFW’s Guide to Paying Pag-IBIG Contributions
Here’s a quick overview of Pag-IBIG, its benefits and services, and how OFWs in Saudi Arabia can pay their Pag-IBIG contributions.
What is Pag-IBIG?
The Home Development Mutual Fund (HDMF) or Pag-IBIG Fund is a state-owned corporation that provides affordable housing loans and high-earning savings programs to Filipino workers. It is managed by the Department of Human Settlements and Urban Development (DHSUD). Notably, the acronym Pag-IBIG stands for “Pagtutulungan sa kinabukasan: Ikaw, Bangko, Industriya, at Gobyerno.”
Vision and Mission
According to the official website of Pag-IBIG, its vision is “for every Filipino worker to save with Pag-IBIG Fund, to achieve their dream of home ownership, and to improve their quality of life.”
Correspondingly, the mission of Pag-IBIG is “to generate more savings from more Filipino workers, to administer a sustainable Fund with integrity, sound financial principles, and with social responsibility, and to provide accessible funds for housing of every member.”
Programs and Benefits
Through the MWO, OFWs in Saudi Arabia can access these Pag-IBIG Fund programs and benefits:
Pag-IBIG 1 Savings
Every month, members pay a certain amount (PHP 200) as part of the Pag-IBIG 1 Savings Program, which is the regular savings program of the agency. This program enables them to save more, compared to commercial banks. When they retire, they shall receive the Total Accumulated Value (TAV) — including monthly savings, the employer’s counterpart (if applicable), and dividend earnings.
Modified Pag-IBIG 2 (MP2) Savings
The Modified Pag-IBIG 2 (MP2) Savings Program enables members to earn even more, thanks to high annual dividend earnings. For just a minimum of PHP 500 a month, members can save money and watch it grow over a five-year maturity period.
Housing Loan
Members who are planning to buy or build a house can apply for Pag-IBIG’s Housing Loan, which offers loans up to PHP 6 million. This can be used for a variety of purposes, including: building a house, improving a house, buying a residential lot, buying a residential house and lot, or refinancing an existing housing loan.
Multi-Purpose Loan (MPL)
The Pag-IBIG Multi-Purpose Loan (MPL) offers loans up to 80 percent of a member’s regular savings, to be paid over a two-year period. This loan can be used for making house improvements, paying children’s tuition, or adding capital to a small business.
Health and Education Loan Programs (HELPs)
Similar to the MPL, Pag-IBIG’s Health and Education Loan Programs also amount to up to 80 percent of members’ regular savings. It is designed to finance health and education-related expenses, with the funds credited directly to the Pag-IBIG accredited hospital and/or school concerned for faster processing.
Calamity Loan
The Pag-IBIG Calamity Loan is offered to members and their families who have been affected by typhoons, floods, earthquakes, and other calamities. It also amounts to up to 80 percent of a member’s reguar savings, to be paid over two (or) three (3) years.
How to Pay Pag-IBIG Contributions
There are two main ways in which Pag-IBIG members can pay their contributions: over-the-counter and online. For over-the-counter payments, OFWs can go to a bank or remittance company that has partnered with a the Philippine National Bank (PNB), Asia United Bank (AUB), or Ventaja International Corporation — all of which are accredited partners of Pag-IBIG.
When making an over-the-counter payment, be sure to ask for a Remittance Form, and mention to the staff that you would like to pay your Pag-IBIG contributions.
