How to Report a Saudi Labor Law Violation Online

Overseas Filipino workers and other expats in Saudi Arabia can report suspected labor law violations online through the Ministry of Human Resources and Social Development, or HRSD.

The Reporting Violations of Labor Regulations service covers possible violations involving private-sector establishments.

The report is sent to the responsible HRSD team. This means a worker or resident does not need to visit a ministry office before submitting information.

The service is free and available in Arabic and English. HRSD lists residents and workers among its beneficiaries.

Prepare the workplace details and evidence

Before filing a report, workers should gather information that can help inspectors understand and locate the reported problem.

HRSD lists the following requirements:

  • Location of the establishment
  • Information about the company or establishment
  • A copy or other evidence of the possible violation

Useful supporting records may include a work contract, salary record, attendance record, workplace photo, or written message. However, workers should upload only documents connected to the report.

HRSD previously identified unpaid wages and failure to follow occupational safety and health rules among the violations found during its inspections. Other cases included false worker registrations and the employment of workers without regular status.

Submit and track the report online

The worker can start from the official service page and access the reporting channel through the HRSD mobile application.

Based on the ministry’s instructions, the user must:

  1. Open the reporting service.
  2. Download or access the HRSD application.
  3. Sign in using an Absher-linked account.
  4. Select the suitable report type.
  5. Complete the report form.
  6. Add the establishment details and supporting evidence.
  7. Submit the report.

After the ministry completes its procedure, the report status will appear in the application. The service page lists an expected processing period of three days, although actual handling time may depend on the case.

A report is different from a labor dispute

The reporting service informs HRSD about a possible violation for inspection and enforcement.

An OFW seeking unpaid salary, contractual compensation, or settlement with an employer may need the separate Friendly Settlement for Labor Disputes service.

Workers who are unsure which service applies can contact HRSD customer service at 19911. The ministry says reports may also be made through this number.
