Saudi Arabia and the Philippines are discussing stronger cooperation for Filipino domestic workers, including more automated employment contracts and skills-development programs.
Saudi Human Resources and Social Development Minister Ahmed Al-Rajhi met Philippine Migrant Workers Secretary Hans Leo Cacdac in Riyadh on September 16. Saudi officials said the talks focused on developments affecting Filipino workers in the Kingdom, especially those employed in domestic work.
Digital Contracts Part of the Discussion
One of the main topics was the automation of employment contracts for domestic workers.
The Saudi ministry did not announce a new system or launch date specifically for Filipino workers. The latest meeting only confirmed that both sides discussed further cooperation in this area.
Saudi Arabia already uses the Musaned platform for many domestic worker services.
Through Musaned, employment contracts can include details such as salary and contract duration. Saudi authorities also offer electronic contract authentication, where workers may receive an SMS link and review the contract before approving it.
For newly recruited domestic workers, employers can also review and approve contracts and complete payments through Musaned as part of the recruitment process.
Skills Training Also Raised
The two countries also discussed skills-development programs for domestic workers.
No details were released on what training programs may be introduced, who would qualify, or when they could begin.
The discussion comes as Saudi Arabia continues to expand digital services for the domestic worker sector.
During the first half of 2026, Musaned recorded more than 122,000 service-transfer requests and more than 450,000 domestic worker contract insurance policies. The platform also expanded digital salary-payment channels to 16 options.
